It would be wrong to talk about the most powerful people in Naruto’s world without mentioning the legendary tsutsuki clan. The Sage of the Six Paths was a member of this clan, and he was a truly legendary figure.
Hagoromo tsutsuki created the ninja world and all the arts of ninjutsu. This is the only thing you need to know to understand why he is such a legendary figure. He also helped Naruto and Sasuke when they were in trouble. He gave them a lot of power, which helped them reach new levels of power.
