The son of Wilmon Lee Richardson and Katherine Marie (Bouligney) Richardson, Lemon was born on March 1st, 1966 in Baton Rouge, Louisiana. His father was a well-known lawyer who participated in a case that successfully contested Baton Rouge’s segregated public transit system. Lemon learned that Wilmon was his father when he was five years old.
Lemon was born with the last name of his mother’s first spouse. His maternal grandmother was the child of a black mother and a white father who had French and Scots-Irish ancestry; he is primarily of African American and Creole descent. He went to Baker High School, a public high school in the East Baton Rouge Parish community of Baker. When Lemon was a senior, he was elected class president.
